In recent years, extreme rain and snow led to road traffic gridlock occurs worldwide. How to mitigate this adverse weather impact on traffic, the current problems to be solved. Based on this, the need developed a new road monitoring system to monitor the temperature and humidity of the road information, and based on the ice road surface condition to execute the corresponding work snow melting ice. This is to ensure bridges, culverts, airport runways and other special position of the road safety has a great significance. Vigorously promote low carbon living face today, combined with intelligent control technology and remote monitoring technology, using the GPRS network and Internet connectivity, we designed an intelligent control and remote monitoring systems to solve problems pavement snow melting ice. This paper first introduces the intelligent control and remote monitoring technologies, for their domestic situation and development trend made a more detailed explanation. Then describes the overall system design, including system design process, the overall structure of the system, the system's functional requirements, work processes, and system hardware and software development environment. Then, using DHT90 digital temperature and humidity sensors collect data, the microcontroller STC12C4052 as the processor, peripheral circuit design by building data collection terminal modules. Meanwhile, embedded systems, ARM7 system's main chip and operating system introduction, the final choice as the main chip LPC2138 and μC/OS- Ⅱ as a real-time operating system. Successfully transplanted μC/OS- Ⅱ real-time operating system, the ARM7 embedded systems as a data processing and transmission side. Has introduced the power circuit, reset circuit and LCD display circuit, according to the hardware circuit, the preparation of the software program, the completion of data processing and transmission-side design. Embedded host one hand through OCM240128 LCD screen displays real-time field data, on the other hand, STC89C52 microcontroller-based intelligent control terminal, according to the collected data to determine when the temperature and humidity automatically start heating device. Finally, by the configured GPRS DTU ZWG-23A module, the data is transmitted via GPRS network to the public network and Internet servers. WEB client can monitor the temperature and humidity data. In order to verify the feasibility of the whole system, specifically in the laboratory under simulated rain and snow, the system was tested. Automatic heating system to achieve the pavement and cement-based real-time monitoring of remote clients road information, to achieve the desired effect, recognition of the system's utility.
