The essential safety measure in the enterprise production is safety management, which is one of the three safety countermeasures to prevent accidents and guarantee safety production effectively, and which is also the important instrument to control three factors that are man, machine and circumstance, to harmonize four elements including man, substance, energy and information in safety system. There are different kinds of causality feedback relationships between different departments in the enterprise safety system. For when analyse accidents, people always lack of holistic and dynamics thinking, and can not find essential reason in safety management system. So in order to protect and manage safety accident, people always have only solved accidents on the surface of the safety system, can not deracinate the safety accidents, and many accidents appear repeatedly. Therefore, people must abandon trite and inaccurate concept of causality in system, advocate systems thinking method, which should be used to forecast and control accident, manage safety factors and development in safety producing, make out resultful safety decision-making, organization management and accidents controlled, reduce the accident rate minimally, and achieve optimal status of safety production.System Dynamics was introduced in this paper, on which was based setting up system dynamics model to analysis configuration of safety management system in enterprise, to discover essential safety problems in the safety system, and to find out an approach to make safety management more effective. The simulation of safety management on System Dynamics was a management modeling technology, which was base on system dynamics theory, and colligated Learning Organization theory, systems thinking and computer software simulating technology. This measure faced safety management flow directly in enterprise, and straight moused out different abuse in the manage chain, found out safety system structure back accident, and integrated organization framework, safety manage flow, safety culture, staff’s metal model and another correlative factors in a system dynamics model in reason, then simulated and reworked the model time and again, finally where the shoe pinches of the safety problem in enterprise would be discovered.This paper built safety management system dynamics model of Mine Corporation by system dynamics modeling technology and STELLA software, also reengineered enterprise safety manage environment by learning organization theory. By the practice application of the system dynamics model, the develop trend of enterprise safety production in the future would be forecasted, and also provided scientific decision-making reference for manager.
