Regional innovation system is a dynamic evolutional system and composed ofinnovation departments including government, enterprises, colleges and universities,scientific research units and so on. Structural evolution of regional innovation systemmeans the changing interaction among regional innovation departments. Systemdynamics method is based on feedback control theory and computer simulationtechnology, and it is an applied science which combines qualitative analysis andquantitative analysis. It is suitable for application in the dynamic changes.At first,the paper describes the theory of regional innovation system and thebasic characteristics of regional innovation system in Jiangsu province. The analysisresults show the system dynamics method can be applied to analysis of regionalinnovation system. Then by analyzing the policies which affect the Jiangsu innovationsystem, the paper establishes a conceptual model aiming at policy optimization.Secondly,on the basis of qualitative analysis,the paper applies system dynamicsto the regional innovation system by considering interactions among the high and newtechnology industries. Then, the paper makes up causality figures by setting somehypothetical conditions, and chooses variables and conceives different government-guiding model which includes major functions. In this study, it applied the simulationto the analysis of Jiangsu province high technology industry development, whichpoints out the advantage of Jiangsu innovation model. By analyzing some influencingfactors of regional innovation system, it is found that Jiangsu-mode has contributed tothe development greatly.Finally, it enacts a series of simulated projects. By the comparing of them,thepaper puts forward that some government’s policy appraisals. The lack of support forcolleges and universities and research institutions will make the industry not be ableto effectively use innovation capital, and then produces a short-term prosperity andfinally lead to a long-term weakness.Therefore, Jiangsu government should regard industry-university-researchcooperation as the core task and buy the generic key technology as the means toimprove the innovation performance. Model simulation results indicate that the modelnot only has simulation function, but also has the “Policy laboratory” affections. So ithas application-oriented value for the government to make policies.
