Abstract


Nowadays, the telecommunication services develop rapidly, and the competition among enterprises becomes more and more intense. With the reduction of the gap between hardware equipments, the competition among enterprises will be eventually related with the telecommunication services, in which the support of an excellent billing system plays an important role. Recently, the development of 3G services necessitates a corresponding development of the billing system, and the updating period is becoming shorter and shorter. The new development makes it much more important to develop or ameliorate the billing system in telecommunication services.This study develops a method for the charge problem in telecommunications aiming at two major services as fixed telephone and broadband. By taking investigations in similar billing systems in China as well as the studies on the procedure of telecommunication services, a billing model basing on data life period is proposed, which includes the billing operations for both fixed telephone and broadband. This system is able to realize the billing operations in a relative independent way, and the complex combined statistical analysis is also included. The employment of this system can on one hand ensure the running efficiency and reduce the large pressure in the billing operations in telecommunications, on the other hand, the operating procedure is largely simplified and the efficiency of the whole telecommunication area will be improved.This thesis firstly introduced the background and recent develops of billing system in telecommunications and the importance of our study is illustrated. Then, the necessities of this billing system, the employed techniques, the design of the system as well as the detailed design are analyzed. Finally, this system is completed.
