Under the civil aviation industry to the modern enterprise project management concepts as the theoretical foundation ,this paper analyzes the theory and application of project management and software development, constructs new project management model in whicn project plan is the core, multi-sectoral participation in collaborative, and multi-project management. In order to achieve system objectives, based on the conducting needs analysis, workflow model of project management are analyzed in detail, in whicn completed a system design, detailed design, and database design. Finally, it uses the J2EE platform, integrated application Web2.0, collaborative workflow and other cutting-edge computer technology to realize the system. In practice, the system can process ATMB investment projects, funds, files and other technical information such as standardized management, and project management processes to achieve rationalization, increase management efficiency.
