With the rapid development of the Internet, the application system based on the Internet or Intranet also develops rapidly, which provides favorable conditions for propaganda. However, with the expansion of propaganda in different fields, the enlargement of the coverage of propaganda and the expanding of propaganda team, the existing network platform cannot satisfy the need of propaganda work, and a new set of ERP software needs to be developed urgently to integrate the propaganda materials and resources scattered in different fields and areas in Shenyang so that the resources can be shared. The Propaganda Department of Shenyang Municipal Party Committee, as the leading department of propagating culture and ideology in Shenyang, has decided to develop a set of knowledge management system based the needs of the development of propaganda work and practical work. Its subsystem, Q&A, as a very important part of the system, is the key to guarantee the proper operation of the system.This thesis analyzes the developmental background of the current knowledge management system, the present situation of the research home and abroad, and the practical propaganda work from the perspectives of developmental trend, actual application, existing problems and research direction. On the basis of the analysis, it puts forwards the developmental goals, namely, taking the knowledge management demand of the Propaganda Department as the starting point, basing on the integration of Q&A knowledge to manage and summarize knowledge, in order to solve all kinds of problems at work timely, accurately and efficiently to realize knowledge sharing and online Q&A. By doing so, it can greatly improve the quality and efficiency of propaganda and meet the demand of carders for knowledge at work.This system is based on J2EE technology, with the application of Tomcat server, Mysql database and the integration of Struts 2, Spring and Hibernate technology. From the perspective of the use of the system, this thesis introduces the structure of Q&A system, expounds the core function of the system, Q&A flow, user design of information isolation, online Q&A, Q&A browsing, Q&A management, Q&A upgrade as well as the management of best answers. It also elaborates needs analysis, system design, database design, system implementation and software test from the developmental process of the system.
