Abstract


“11th Five-Year Plan for the Republic of China National Economic and Social Development”(referred to as the“11th Five-Year”plan) continues to deepen the reform of the administrative and establish service-oriented and responsibility-orientded and legal-based government is an important guarantee to implement the scientific concept of development and the building of a harmonious society. At present,the central government is vigorously advocating the building of a new socialist countryside. The township government as the most local level of administrative organizations directly serve the rural areas and farmers,charged with the management and administration of the rural majority,the central rural work on the line、principles and policies、laws and administrative regulations、orders and directives,often through the townshipgovernment organize、command、coordinate and monitor the implementation .It plays an important role at the development of the rural economy、political power and maintain social stability and harmony Therefore,the township government introduce performance management,The necessary requirement of deepening the reform of the administrative system and the transformation of government functions, but also the effective means of improving the effectiveness,at providing quality and efficient public goods and public services,services“three agricultural”economy,and promote the development of rural economy and increase farmers income,and better promote a new socialist countryside. And also be able to achieve a harmonious socialist society and building a well-off society.This article adheres to the people-centered philosophy,the scientific development concept as a guide,apply management、economics、administration chief basic knowledge of the subjects of study,and take the theory with practice mode the standard analysis of the administrative features of the township government、existing problems. Performance management is an effective means of improving efficiency. Based on the performance management system outlined,the thesis attempt to explore the township government performance management system,with a view to adopting performance management. Constantly improve their work style and work attitude,and improve government efficiency and better for the“three rural”services. Working hard to achieve the realization of a new socialist countryside,“the development of production、affluent、civilized style rural village、tidiness、Management democracy”target.The article includes three parts,the main contents are as follows :The first part,originally described performance management is a complex management system,mainly discusses the content of performance management system and the effective functioning of the factors and from the concept of performance management,performance management that the government adhere to the market,social and service-oriented; The second part,expounded China’s township government administration features and the problems ,the township government the foundation of microeconomic decide the implementation of its public-oriented and pragmatic,also determine its nature is to strengthen management,outstanding service,but a long time township government functions predilection、absence、offside,resulting in low efficiency, management costs are high, the sense of service downplay and so on, analysis of the township government the need for performance management. Further validation of performance management is inevitable choice which is to improve the efficiency of management of township government; The third part,on the basis of two parts,from the perspective of methodology,exploring China’s township government performance management system,combining the township’s specific conditions,first developed township government in the economic、political、social management performance tagets and plans;secondly summarizes the performance communication is run through the township government-wide performance management process,which is the township government and public bonds;thirdly streamline township government once again fulfilled the project targets and accelerating change in the functions,establish scientific and institutionalized township government performance evaluation index system;finally,performance improvement,make performance assessment results to be practical applications , and build the township government performance management of a long-term mechanism,and constantly improve the effectiveness of township government.
