Abstract

The hard investment environments in most part of our country have been made big progresses due to durative devotion of basic constructing. The demonstration indicates that the factor of soft investment environments has become the key factor on the basis of approximate hard investment environment. In order to construct fast and elevated soft investment environment,the exploitation zones need to construct a index system which directed by investment businessmen and can supervise and test soft investment environments. Through the transverse and lengthways contrast, the index system can analyze the changed state and reasons of the soft investment environment duly. So the exact evaluation to the actuality of the soft investment environments is the premise of its effective improvement. Traditional soft investment environments evaluation system is on the basis of government who is the evaluation main body, which based on the mapped indexes in the statistic data. Getting data easily is a important merit of the evaluation system, but the evaluation results can not reflect the feeling of investment businessmen. It is the self- evaluate of the government. In my opinion, the investment businessmen are the final valuators. It is not enough to evaluate only from the point of government. The exploitation zone should construct another evaluation system which takes the investor as the investment main body. And this evaluation system should be taken as the main evaluation system.This paper expounds the soft environment firstly and then discusses the soft environment’s structure from soft environment and investment environment and exploitation zone. With this understanding, it puts forward soft environment evaluation system, which offers new ideas and methods to the evaluation of soft environment. This paper also surveys and analyzes the soft environment demands of the high-technology corporations. And it concludes the demands characteristics of different high-technology corporations from the demonstration study, thereout discuss the influence mechanism of the soft environment. It offers the theory gist of how to attract high-technology corporations through constructing nicer soft environment and prevent movement of the high-technology corporations.Simultaneity, this paper develops one soft environment evaluation tool which represents soft environment evaluation system. On one hand, this soft environment evaluation system offers a systemic frame to soft environment construction of the exploitation zone and form scientific cognition of the soft environment. And on another hand, it can be taken as a self-test tool during the exploitation zone’s developing. It can help the exploitation zone to find weakness and improve pertinently and then achieve the aim of upgrading competitive capability. At the same time, it can offer decision-making reference for the enterprises to choose which exploitation zone to enter in. On this basis, it can direct Chongqing New North Zone to construct soft environment according to enterprises’characteristics.This paper makes the study on exploitation zone’s influence factors and manners and soft environment evaluation system and so on through literature coordination and questionnaire investigation and field survey. It builds six first-degree indexes and corresponding second-degree indexes and third-degree indexes, and then finding out some problems of the soft environment in Chongqing New North Zone through testing the soft environment evaluation system. In conclusion, it gives some suggestions to how to improve soft investment environment.
