The Softswitch-based Next Generation Network (NGN) is a hotpot technology in communications industry. The core idea of packet-based bearing and the separation of control and bearing has been widely recognized. At present, domestic operators and abroad operators all apply this technology into practice from different angles and at different occasions. Along with the unceasing development of new technology and the intensification of telecommunication industry competition, the tendency of service drive network development has been increasingly clear and distinct. The service and the market decide the taking or rejecting of a new technology becomes people’s mutual recognition. Therefore service development has become one of essential technologies of NGN. People have soberly realized that the fast and effective creation and deployment of value-added service with market foreground is the core question that whether NGN can succeed. This thesis hopes to use ParlayX gateway in service development based on NGN in order to increase the efficiency of the development of telecommunication services.The thesis consists of three parts. The first part gives a brief introduction to the background of the project, the research progress of the top firstly, and introduces ParlayX gateway which is developed by State Key Laboratory of Network and Switching Technology of Beijing University of Posts and Telecommunications in the project of "CHINA TELECOM SERVICE ACCESS GATEWAY", the main research work of the thesis is base on this system. Then it gives an expatiation to the concept and development situation of NGN. At last, It introduces the development of service creation technologies in particular, including script languages (CPL, Voice XML), Parlay API, JAIN API and service component.The second part details demand analysis, design and implementation about the enhanced Call Control in Parlay X Gateway. On the basis of analysis about service generated technology in the first part, the way of service development in Parlay X Gateway has been proposed, and the scope of the study about Parlay X, the operational capabilities and application framework have also been provided in a brief overview. Then giving the service demand analysis in current status from the operators and equipment manufacturers and CP/SP’ standpoint, after this ECC’s background has been introduced. Following, Then writer discussed the Chinese telecommunications Parlay X Gateway’s network structure and function module structure and that the position of ECC module in China Telecom Parlay X gateway. Finally, it gives the design of ECC module on the basis of the quality demand and function demand.The third part summarizes the deficiencies, and the next research aspect.
