Abstract

With the establishment of the process of economic globalization and the WTO, the global tariff to gradually reduce the level of traditional non-tariff barriers are also dwindling. Although the anti-dumping initially is unfair trade behavior - dumping relief means and produce, but the contemporary anti-dumping has been widely considered a successful trade protection in the form, countries can anti-dumping protection of domestic related industries not violate WTO principles, anti-dumping of use has been basically nothing to do with the dumping. The purpose of this paper is the theoretical and practical research on anti-dumping issues, and ultimately can prove that the essence of the contemporary anti-dumping trade protection, and to provide practical and effective suggestions for China's response to anti-dumping. To this end, the introduction and literature review, this paper, the theory of traditional anti-dumping reflect, to seize the the traditional dumping and anti-dumping theory vulnerability and irrational, that dumping the base has been almost non-existent, even if the existence of dumping only enterprise normal conduct of operations. Anti-dumping its legal basis, but the actual application process and unreasonable. And anti-dumping spend a lot, is a huge waste of social resources, there are also a negative impact on social welfare. Statistical analysis showed that the contemporary anti-dumping discrimination, such discrimination manifests itself not only in the country but also in the industry. A proposed anti-dumping cases and investigations by the wide range of effects, including domestic macroeconomic situation, the domestic interest groups lobbying the international political game. When the the adverse macroeconomic form, the decline in profit margins, companies are more likely to anti-dumping applications. When it comes to dumping damage to domestic enterprises identified during the recession, corporate profits, then the injury determination would make it easier to set up. Anti-dumping policy-making process as well as anti-dumping application investigation process inevitably touch on interest groups, interested in government and Parliament in order to safeguard their own interests, lobbying, which is essentially a political and economic process. International anti-dumping political game also relates to retaliation and deterrence to further reveal the essence of international anti-dumping trade protectionism. International anti-dumping shows the same in real terms of trade protection. Statistical analysis showed that the international anti-dumping is not only intensified, and obviously discriminatory. International anti-dumping not only the Chinese enterprises operating difficulties, but also to a huge welfare losses, the impact of China's economic development. To enhance the deterrent capability of China's anti-dumping, in addition to moderate, targeted to increase foreign anti-dumping and reduce China's exports of certain countries to focus on the givers.
