Abstract


Problem of Housing, which is one of the hardest problems, is always focused. In China, housing has been changed from public ownership to the commercialization since Housing Reforming in 1998. With the power of marketability and land scarcity, price of housing is increasing, that is above the ability of low-income people. The increasing price made the price of land increase, and the price of land in the center of country surpassed the area of suburbs. For solving the problem of housing of low-income people, the research of low-cost housing was born. So far the research of low-cost housing focuses on policy instead of incorporating planning. So the thesis takes Shenyang for an example, summarizes the research on domestic and overseas for public housing, analyses the existing problems of low-cost housing in Shenyang, discovers the factors which affected the distribution of low-cost housing in Shenyang, seeks tactics and ways to solve problems.The thesis divided in five parts: the first part analyses background and the significance of study about distribution of low-cost housing in China, and list the frame. The second part explains conceptions about low-cost housing, summarizes theories about public housing. The third part analyses the present situation of low-cost housing in Shenyang, point out the problems. The forth part analyses the factors which affect the distribution of low-cost housing in Shenyang, give some suggestions to solve the problems that noted above. The fifth part summarizes the whole paper, induces a conclusion, and for continuing research low-cost housing, the fifth part points out shortcomings during writing the paper.
