Abstract


With the rapid development of China’s socialist economy and the housing reform, alot of city and regional prices rising year by year, which makes the low-income residents topurchase or lease of housing, the housing needs of the most basic is threatened, so ourgovernment proposed the low rent housing policy to provide housing for the low incomepeople. Shanghai is one of China’s earliest implementation of low rent housing system inthe city, made a lot of efforts and exploration in the aspects of policy and theimplementation of low-cost housing system, achieved good results. However, manycountries or area in the field of housing security has matured, compared with Shanghai’slow rent housing system still exist many problems, this paper studied the problem ofoperating mechanism of Shanghai low rent housing.This paper elaborated on China’s low rent housing and foreign security constructionof housing, the low rent housing policy in Shanghai city carried out a completeconsolidation and more in-depth analysis, the operation with the current Shanghai low renthousing, low rent housing to the community residents and low rent housing governmentdepartments for interviews, and designed "Questionnaire" low rent housing operationcondition of Shanghai city according to the interview content, using the telephone surveyand home visits were conducted on the low rent housing tenants, the results of the surveyto establish a database, using the alpha reliability coefficient calibration method verifiedthe validity of the questionnaire, and the questionnaire results of mathematical analysis, isnow the city of Shanghai low rent housing the operation of some specific phenomena andcharacteristics, summed up the operation mechanism of low rent housing Shanghai someproblems: the coverage of low rent housing is still not enough, the subsidy mode is notideal, there are swindlers rent, illegal occupation of low rent housing phenomenon.In the face of the Shanghai current low rent housing problems, combining with thedata analysis to find out the causes of the problem, namely Shanghai low rent housinghousing tension, special funds shortage, housing conditions and the surrounding facilities is not complete, the access and exit mechanism should be improved, the governmentturnkey management effect and low rent housing related laws is not perfect. These factorshave led to a series of problems of Shanghai low rent housing generated at run time.Finally, this paper proposed to further improve the operation mechanism of Shanghailow rent housing countermeasures and suggestions: such as the improvement of Shanghailow rent housing policy, many aspects of development of low rent housing financingchannels, increase the low rent housing supply, adjust the housing funds use key, perfectmanagement system and low rent housing related laws and regulations, the construction oflow rent housing market supply mechanism.
