Abstract


Comprehensive budget management is a major way for enterprises to implement internal management control , from the microscopic point of view, it helps to improve enterprise management efficiency and effectiveness ; From a macro point of view , it helps to take advantage of the market background to optimize the allocation of social resources . Comprehensive budget management is one of the core content of the modern enterprise management , combined with the actual situation in China , and it was all kinds of enterprises proved to be an effective management method . The micro level , it helps to improve enterprise management level and efficiency ; macro , it is an important means of the use of market mechanisms to optimize the allocation of social resources . Forecast of comprehensive budget management through the interactive effective communication and budget management , coordination and control role , so that the budget targets more clearly , and higher management efficiency , better quality , more efficient allocation of resources to achieve corporate strategic development goals. Implementation of a comprehensive budget management is not only a formal innovation , a management innovation . For telecom companies , built on the responsibilities, rights and Lee combined on the basis of internal budget system responsible units , both through its supervision , incentives and allocation function , able to solve the internal management of enterprises .
