Abstract


Explore the high-tech industry financing risk evaluation methods, high-tech industrial development and financing risks dynamic assessment and tracking, based on its high-tech industry development in Liaoning Province's strategic requirements and objectives of the high-tech industry development trends, timely adjustment of Liaoning proposed provincial high-tech industry development strategy and industrial policy proposals, not only to the entire high-tech industry development in Liaoning Province, Liaoning Province, but also to the future economic and social development. How to create and optimize the development of high-tech industry is conducive financing environment, from WTO rules and requirements, establish and improve the development of high-tech industry in Liaoning Province evaluation system, so that in the development of high-tech industry in Liaoning Province mutations and environmental conditions of competition sustainable and healthy development, is currently facing in Liaoning Province and solved a major strategic issue. Currently, there are no mechanisms for a comprehensive evaluation to assess the high-tech industry, financing risks, therefore, to establish an effective evaluation mechanism to assess the high-tech industry is a very necessary and very urgent. Using the traditional method of asset evaluation industry would not be appropriate to evaluate the high-tech industry. The only scientifically assess industry financing risks, financing risks to properly understand their situation, to compare with competitors, competition in the industry to find out the strengths and weaknesses exist, to ensure competition in the development of industry strategies targeted invincible . Through individual risk assessment to find out the weak industry key factor in financing and build index system, from the quantitative point of view objectively examine industry financing risks, financing risks to identify industry trends and the main factors restricting industrial development, micro-decision for the industry provide a reliable basis for the formulation, to promote industrial development, and reduce their financial risk is important, but this is precisely where the main purpose of this article. The research method used in empirical analysis based and combines normative analysis. Through empirical analysis, using data on high-tech industries in Liaoning Province financing risks, with the normative analysis on empirical data to summarize, that the characteristics of high-tech industry in Liaoning Province, to lower the risk of its financing strategies and measures. This high-tech industry in Liaoning Province faster, better, more sustainable development has far-reaching strategic significance, and even for the overall development of the industry is also revelatory significance.
