Abstract


In late 20th century, the market of our former exported military aircraft gradually dried up. In order to keep the international market of aviation industrial weapon equipment and enhance the momentum of fighter export in our country, the presumption of development of XL military aircraft program is put forward according to the foreign customers. The main content of this article includes:establishment of matrix "four-coordinate" organization system; program time management.During research & development process of XL program, a study method combining theory with practice as well as management with technology is adopted. The general approach is:firstly, to introduce the background and significance of this subject; secondly, to introduce the related program management theory and the current study state home and abroad; then, to introduce the current management state of aircraft development program and to analyze the characteristics and existing issues and I introduce the basic information and main characteristics of XL aircraft development program and analyze XL program organization and management. The focus of this article is to discuss management control and implementation of XL aircraft program. Finally, I make a conclusion of the successful experience, evaluation and outlook of XL program.From the perspective of program management for XL military aircraft development, the main study work is as follows:(1) optimization of the organization structure of XL military aircraft development according to program management idea and put forward the organization establishment mode based on "four-coordinate"; (2) detailed analysis of XL program time management process with application of time management theory in program management theory knowledge system; (3) application of integration product development theory, focus on team management in program schedule control and parallel engineering is a theoretical support proof of program management technology application in XL military aircraft development.This program organization and management of XL military aircraft development is an experiment and exploration of great significance for transfer of the organization and management mode from the planned economy system of mandatory plan of national military product and administrative directing to market economy. The spirit of innovation and development approach of XL military aircraft (XL mode and XL speed created during development) is our valuable treasures in our aviation industry, it shall play an important role in development of other military aviation products and civil aircraft and it shall make useful exploration and new contribution of national defense construction in a new period.
