Abstract


The establishment of a new type of rural social Old-Age Insurance System is an important side of the establishment of the Social Security System covering urban and rural areas.17th CPC National Congress sets a new goal about the Social Security System:by 2020,the Social Security System covering urban and rural area$will beestablished.The dual structure in urban and rural economy exists for a long time it led to the uneven development between urban and nlml areas,the majority of the rural population are deprived of social security.With the advancement of process of the reform of Socialist Market Economic Structure reform and opening-up,Our economic life has changed dramatically,economic structural appears an important adjustment,the standard of farmers’living has also improved significantly.At present,family protection,land security are still the major methods of farmers to avoid the risk of old age,but their quite for rural social Old-Age Insurance System is urgent.Chinese rural social Old-Age Insurailce System needs urgent adapt to the situation in rural areas,according to the farmers’intention and insurance,introduces a more reasonable system for the farmers,so that the social Old-Age Insurance can effectively protect the old-age risk for farmers.To establish a new type of rural social Old-Age Insurance System is an innovative and breakthrough task that requires various resources to work together.Now it remains only 9 years form now on to 2020,establish a new rural social Old-Age Insurance system,from experiment,consummate to ripe,it takes some time.As a result, it should be planed as soon as possible.Nantong is a developed city in China. By the research of the promotion of new rural social Old-Age Insurance in Nantong,analyst the problems in the processes,put forward a comprehensive response in the future.
