Abstract


With the growth of China 's economic strength , the continuous increase of investment in national defense , the marked increase in the number of troops grassroots Universal projects . Universal Engineering for the troops to be better integrated into the construction market , improve the efficiency in the use of funds for construction , on the basis of extensive research force the status quo of the the grassroots construction project management , in-depth study of several project management mode , combined with the characteristics of military projects to optimize their project management model to explore , to make it more suitable for the needs of the the grassroots construction unit project construction , better standards of China's construction market . Therefore , this thesis has considerable theoretical and practical importance . This paper aims through the system , in-depth analysis , pointed out that the the total contracting model is still used by the domestic construction market and construction unit of troops grassroots contract model for general contracting mode , the project implementation phase of the lack of effective checks and balances , contracting difficult for self-discipline as well as layers of sub- contracting system to increase the profit-sharing issues . Cash bid commitments focusing on how to make the contractor , the owner in the entire project construction process involved in the management and control and other difficult issues appropriate to give advice . Specific content including : analysis based on the characteristics of the construction industry as well as owners demand , the introduction of the concept of construction services , construction costs offer \mechanism , to be supplemented by project quality assurance insurance \Which , in the process of exploring Force basic units of construction project management model , the focus from the outlined construction cost quote system , establish a project implementation phase of the checks and balances of interest , reduce project implementation of the organizational hierarchy of the organization , contractors owners construction cost control services , such as the angle of the exploratory study , its purpose is to highlight the ability of the contractor 's construction , promote contractor self-discipline to improve the effectiveness of the owners of the project construction . Throughout this thesis, carried out a comparative analysis of the research method and general contracting mode , the interests of the checks and balances with examples of empirical research , systematic implementation of the industry in the construction sector policy and reform initiatives unify .
