Abstract


Along with the rapid development, science and technology has become the primary productive force in the era of knowledge economy. In the process of integration of global economy, the competition between enterprises and enterprises, or countries and countries is more and more fierce. The function of capita, land and other traditional assets has gradually decline and been taken replaced by the competition of new technology. Science and finance has become the "Tine Engines" as a powerful driving force in the development of economy. However, as to the present situation, financial support in China for science and technology is far from attaining the demand of development, becoming the bottleneck.This paper takes the financing of science and technology enterprises pledging intellectual property rights as its object. In the beginning, it elaborates on the research background, research significance and the characteristics of science and technology enterprises, putting forward the concept of intellectual property rights pledge and financing as well as its scope and attribute.In the second part, it analyzes and studies on the feasibility and necessity of intellectual property rights pledge and financing respectively, showing that it is feasible and necessary to practice intellectual property rights pledge and financing in the science and technology enterprises in China.In the third part, it makes a further study in the problems in the process of intellectual property rights pledge and financing in the science and technology enterprises in China, focusing on the two constraints-the value assessment of intellectual property rights and the tracking of intellectual property rights pledge and financing, especially the value assessment methods, which condition the intellectual property rights pledge and financing. It takes the value assessment methods of marketing game, avoiding the difference produced because different methods are used for different purposes. The value assessment methods of marketing game begins and fixes the value interval as a result of different processing methods on the basis of the profit, under the principle of applicable to different variable. The value assessment of intellectual property rights in the process of intellectual property rights pledge and financing actually is on the condition of incomplete information, and the ultimate price of 1 negotiation is Bayesian Nash equilibrium. As for the tracking of risk, it uses the method of fuzzy level to comprehensively evaluate the risk of pledge and financing as intellectual property rights pledge and financing is a new type of financing with little data to refer to. It also does some case study on the assessment model and risk tracking model, proving that the value assessment methods and risk tracking model are both valid, which also have a certain practical significance.
