Abstract


Today, with the incorporation of global economy, regional tour cooperation has become an inescapable trend of world tourism development. Due to China implements a government dominant tourism development strategy, the decision of local government to take competition or cooperation choice affects the result of regional tourism development.Therefore this paper focuses on the research of coopetition relationship of local governments. After refining from theoretical lay, this paper develops a basic mode with motivity elements of coopetition and points out that strong competition-strong cooperation is the best choice at local government relationship today.We learn from experience, It’s not easy to make a tour cooperation not only between different provinces, but also even on a single tour scenery within one province. Competition is normalcy of local government relation, while cooperation always stays at the surface layer, lacking of operable policies, methods and measures. Generally speaking, strong competition—weak cooperation mode is the main form and also the main question of local government relationship. The reasons are the influence of traditional district thinking, the restriction of administration system, the singleness of cooperative mode, the finity of harmonious power and so on.Through analysis onto theories and experience lays, this paper points out that the key issue of government coopetition relation is, benefit coordination mechanism. Meanwhile, this paper brings forward an optimized mode of government coopetition. In this mode, firstly local government should balance the acquirement of benefit with its neighbor, and secondly the higher government level should monitor the excess competition and regulate the market and political rule.
