Fractal theory in complex formation mechanism of nature description and analysis to provide a simple and practical tool to get the attention of many industries and applications. Complex rough sea scenes electromagnetic scattering has always been a concern hotspot, due to the overall and local self-similarity, while every local can be increased to the similarity of the whole, in the rough sea surface scattering study of fractal theory naturally be People employed. Its multi-path for electromagnetic scattering sea, sea clutter study has certain significance; while on the waves, currents, sea waves within a certain explanation of physical phenomena; and, to some extent, contributed to the oil spill, surface ships other marine SAR monitoring of the development and application. In recent years, marine scientists have begun to fractal modeling method is applied to the sea and the waves of spectral analysis. Firstly, the current research status and a brief analysis of the significance of research, this paper also describes the structure of the content and innovation.
