Abstract


In the background of the blending of the rural and the urban, and the accelerated development of rural areas, the construction of new socialist countryside is booming. The construction has an important role in addressing the problems such as rural development lagging behind for the existing dual system of economic and social system, low level of agricultural modernization, farmers living difficulties, and etc. The new rural suburban, as an important type of new socialist countryside, for its special location advantages, becomes the vanguard of this change to address the problem of suburban development in rural areas. It also has an important demonstration effect and radiation effect to the development of other areas. The new rural suburban in the Hunan province is even more important and urgent because Hunan is a traditional agricultural province in China. Research in the new rural suburban of the Hunan province, not only provides new ideas for local development, but also gain experiences for other rural areas around China.In this thesis, the new rural suburban of Hunan province is studied to address the Hunan suburban crisis in the construction of new rural. Background survey of typical objects, literature research methodologies, and vertical and horizontal comparison are practised in the thesis. With the experience of the author personally involved with the planning and construction of a typical planning and construction of new countryside, a Hunan province suitable, complete and unique planning and construction of new rural suburban theory is formed. The research is presented as follows both theoretically and empirically:(1) The thesis, with vertically and horizontally comparison, firstly describes the main research results and new developments in rural areas, which is divided into domestic and foreign research part of the research component. The domestic research part focuses on the domestic part of new rural development patterns of Wuyi, Zhejiang and Beijing Liu Min Ying; the foreign research focuses on South Korea, Japan, and German’s rural development. Based on these studies, the experience and methods of rural development in suburbs for Hunan are developed. Secondly, the thesis studies the characteristics of new rural suburbs in Hunan, including rural suburban location of new features, the policy advantages, technology and other contents. Systematic and comprehensive analysis of the advantages and disadvantages of new rural suburbs are introduced to guide the direction of planning and research. In the end, the thesis focuses on the new rural suburban and rural industrial reform the relationship between the application of industrial economics, the system reveals the suburbs need for reform of the rural industrial structure, significance and methods to explore industry reform as an opportunity for new countryside construction of the road.(2) The thesis, on practice study, performs landscape planning and construction comparison between theory and practice on the hilly outskirts suburban and the plane lake suburban. It takes the Xin Jiang Village in Changsha County, Xiao Bu Village in Chenzhou City, Qianlong Lake Villiage of the Ge Tang Township in Wang Cheng County, and Ta Tong Hu Yan Village in Yi Yang City as examples, and demonstrates the application of relevant theories and methods of planning and summarizes the types of construction of new theories and methods in rural areas.(3) The most innovated part of the thesis is the discussion and conclusion part, which is also the core of the thesis. This part summarizes the suburban new rural theory and the practice of new rural research, establishes suburban new rural landscape planning construction theory, which consists of:"production-life ecology", a.k.a. three-sheng-in-one method of planning theory and construction; and "space-time-the world", a.k.a. three-jian-in-one planning theory and methods of interaction; characteristics and efficient planning methods. The two theories and one method comprehensive summarizes the suburban construction of new rural planning theories and methods of the Hunan province, reveals the new rural construction and meaning of the law, provides a reference for the construction of new countryside in Hunan suburban.
