Abstract


On12May21,2006, CBRC issued a document——《Several suggestions about relaxing the entrance policy of rural banking financial institutions for better supporting the construction of a new socialist countryside》, and decided to start the pilot project of the new type rural financial institutions from Sichuan, Hubei, Gansu, Qinghai, Jilin, Inner Mongolia, and Hunan Province was among the list of the second batch of the project.This article systematically combings theories about the development of the financial institutions, and emphatically describes the development Status and practical problems existing in three types of new-type rural financial institutions in Hunan Province respectively. Rural banks have problems such as high deposit-loan rate, the lack of fund sources, independent management and policy support; micro-credit com-panies are limited in financing scale, lack of follow-up capitals and scientific mechanism of interest rate pricing, and they have drawbacks in the institutional arrangement, develop unbalanced, have no preferential tax, and their effort of supporting agriculture is decreasing; rural mutual cooperative societies are lack of funds, low in awareness. Their capacity of self-management is low, their personnel quality is not high and they have not been paid great attention. Then on the basis of the successful experience of the United States, Germany. Japan, Indonesia and Bangladesh, this article proposes the following measures from the specific situation in Hunan Province:(1)Improving the internal structure of the new-type rural financial organizations;(2)Sounding the governance structure of the new-type rural financial organizations;(3)Rationalizing the operating mechanism of the new-type rural financial organizations;(4)Optimizing the operating environment of the new-type rural financial organizations;(5)Reforming the technical means of the new-type rural financial organizations;(6)Coordinating the conflict between "economic benefits" and "social responsibility";(7)Seeking a variety of other modes of cooperation.
