Abstract


As the new type of financial institution in rural area, rural banks have beendeveloped well theses years. They have made huge contribution in solving thecontradiction between supply and demand, providing benign development of financingchannel, reducing the excessive intervention of government on the rural financial. Butat the same time, the external environment and internal governance also restrict thedevelopment of them to a certain extent. The questions, such as how is the operatingefficiency of rural banks, what are the influencing factors, from what aspects toimprove and enhance operation efficiency to better promote the development of villageBanks, are all need research and discussion. This is also the reason why this articlechoose to study the village banks’ operating efficiency.Comprehensive related literature at home and abroad are introduced in this paper,after which the article gives the connotation and classification of bank efficiency, andbriefly analyses the financial indicators in the study of bank efficiency method and thefrontier analysis of the parameter and nonparametric analysis method, and thecomparison of the two methods is given. Then the rural banks’ internal and externalinfluence factors are comprehensively analyzed and summarized. Then the paper usesDEA method of CCR model and super efficiency model to study the empirical data offive rural banks in two years, and investigates the operating efficiency fromcomprehensive efficiency, technical efficiency and scale efficiency. Finall y this articleprovides policy suggestion from the aspects of internal governance, external expandingbusiness and policy environment to improve the operating efficiency of the ruralbanks.Empirically investigation by using DEA super efficiency model, this paperverified the method in the advantage of all decision making units provide moreinformation in evaluation and the more thorough information provided by the study ofrural bank operating efficiency is guaranteed. Based on the empirical analysis of fi verural banks in Hunan province, the results show that the operating efficiency of ruralbanks are effective overall and steadily improve year by year. Individuals vary in thebank’s operating efficiency, stability is not strong, but the difference is shr inking.Rural banks are commonly lack the efficient allocation of resources, operating on inputredundancy phenomenon. Operating efficiency can be obtained through expandproduction and market, which must be adapted to scale. Rural banks do not blindly pursue the increase of human resource input, cost input and product development,rational allocation of resources according to their own development and the ratio ofinputs should be adjusted to improve their operational efficiency.
