Abstract

Since the mid 1990s, along with economic development industrial pollution in Taihu increased, the water in Taihu became worse and worse, water shortages become the most important problem of Taihu. There are four main difficulties of water protect , the first is water pollution is serious and water protect progress is slow, the second is inefficient water resources management, the third is imperfect regulation system of comprehensive management and the fourth is Inter-area water pollution disputes occurred frequently. The main reason of these problems are as belows: first, segmented regional management undermined the integrity of the basin; second, Many departments manage the basin caused the lacerate of water ecosystem; third, imperfect rules and regulations lead to contradictions and conflicts; fourth, lack of water environment information communication channels formed information island. These caused the power of management and administrative unclear and the lack of unified consultation platform and information exchange mechanism between different regionals, different departments and government departments and publics.Environmental protect work need unity, timely, accurate, effective, comprehensive and authoritative information support, the water environment information is an important part of foundation information resources and important information security of Taihu comprehensive management. Facing more and more serious water pollution, we must establish a perfect river water environment information sharing and interacting mechanism to ensure the water environmental information communication and feedback between environmental protection departments, between different regions and between government departments and public. Through the water environment information sharing and interacting mechanism we can get adequate support for scientific environmental management decision breakthrough time and the regional limits in environmental management and it can also enhance capability of responding environmental emergencies, ensure the safety of environment, protect public supervise and participate rights in environmental protect and bring up enthusiasm of public participation in environmental protection.In this article I use legal, administrative, economic and information measures to construct water environmental information sharing and interacting mechanism and from comprehensive protect of Taihu. This article is divided into five parts: the first part is preface, to introduce the background, significance, research progresses, function, system and etc. of water environmental information sharing and interacting mechanism; The second part is to construct water environmental information sharing and interacting mechanism across the regions based on the analysis of the status of regional segmentation environmental governance. In order to form water environment information sharing and interacting mechanism from prevent stage, water pollution stage and a water pollution accident emergency response phase three aspects; The third part is the department of water environment information sharing and interacting mechanism between different departments, to analyze government departments and their duties and legal basis involved in water environment management. In order to establish water environment information sharing and interactive from laws, regulations and policy information sharing and interactive, planning information sharing and interactive, emergency disposal information sharing and interacting three aspects; The fourth part is the information sharing and interacting mechanism between government departments and the public, and analyze the existing problems in government departments and public information sharing and interacting mechanism of Taihu, to clear the content, method and procedures of government departments and public information sharing and interacting mechanism from legal regime and administrative system reformation; The fifth part is the summary and overview of water environmental information sharing and interacting mechanism. I write this article to establish an transverse to the edge and vertically water environmental information sharing and interacting mechanism which coordinate upstream and downstream, different departments, to promoting integrative water pollution prevent management of Taihu.
