Abstract

In China,the local Committee of CPC is between central authorities and grassroots organization,which plays an important role in the organization system of CPC,and it is the leader of the local regime at all levels.The decision-making consultation of local Party Committee directly serves for decision-making policy in the local Committee of CPC. How the level of decision-making consultation in the local Committee of CPC,actually it is the embodiment of the party’s ruling ability,it is the need of avoiding to ruling risk,and the need of consolidating the status of CPC,it is also the important content of the party’s construction.In order to better hold power,the local CPC must make better decisions;in order to make better decisions,the local Committee of CPC must consult better.In September 2009,the 17th session of fourth plenary meeting of CPC adopted the several important decisions of the Central Committee of CPC strengthening and improving the CPC’s construction under the new situation.It emphasized:“improve the level of scientific decision-making,democratic decision-making and the decision-making according to law,strengthen the work of decision-making consultation of the Committee of CPC,do some prospective and countermeasure research of important issues,extensively listen to the opinions and suggestions of the Party member,the masses,the grass-roots cadre,and fully play the role of the consulting research institutions,the experts and the scholars, social hearing in decision-making processes.”So,deepening the study of the decision-making consultation of the local Committee of CPC has the important actual significance to promote scientific,democratic and decision-making according to law.The thesis proceeds with the evolution of consultation、the attribute of consultation and the type of consultation,to analyze connotation and characteristics of decision-making consultation of the local Committee of CPC,and to analyze the basic problems of decision-making consultation of the local Committee of CPC and to strengthen the necessity and importance of decision-making consultation of the local Committee of CPC.The thesis combs the historical evolution of decision-making consultation of the local Committee of CPC since the foundation of the People’s Republic of China especially reform and opening-up,and summarizes the basic experience of decision-making consultation of the local Committee of CPC on this basis.This thesis discusses the current situation of decision-making consultation of the local Committee of CPC, and finally put forward routes and methods of strengthening the work of decision-making consultation of the local Committee of CPC.In addition, the thesis discusses the basic situation of foreign decision-making consultation and the reference for strengthening decision-making consultation of our country.The full thesis includes three parts:introduction,body and conclusion,the main content is as follows.The introduction part mainly expounds the theoretical and realistic basis of the thesis, and its theoretical and practical significance on the research.It includes the current research situation about this subject home and abroad.In addition, it also introduces the research methods and the innovation in the thesis.The first chapter summarizes the basic problems of decision-making consultation of the local Committee of CPC and expounded the necessity and importance of strengthening decision-making consultation of the local Committee of CPC. First,the history of consultation,the division of the development history of consultation,the general properties of consultation, and the relationship with the decision.Secondly,it studies the connotations、the characteristics、the contents、the mechanisms、the procedures and methods and its security measures of decision-making consultation of the local Committee of CPC.Finally,it expounds the necessity and importance of strengthening the work of decision-making consultation of the local Committee of CPC from three respects, namely :It is the need of improving scientific and democratic decision,it can improve the scientific level of the construction of CPC,it is the need of constructing harmonious society.The second chapter mainly analyzes the development of decision-making consultation of the local Committee of CPC and the basic experience formed in historical development. On the one hand,the chapter elaborats in detail the work of decision-making consultation of the local Committee of CPC from the founding of the People’s Republic of China to”Cultural Revolution ",it is the establishment of internal and external organization of decision-making consultation.The work of decision-making consultation of the local Committee of CPC since reform and opening-up, is mainly that the the internal organization of decision is established from top to bottom ,the scale of advisory organization of external decision is expanded progressively.On the other hand,decision-making consultation on the local party committee made a summary of the basic experience, mainly in three aspects. The third chapter focuses on analyzing the current work of decision-making consultation of the local Committee of CPC and analyzes the reasons of restricting the work of decision-making consultation of the local Committee of CPC. Actually the achievements is the first since the founding of the People’s Republic of China especially reform and opening-up,but there are also some shortcomings and deficiencies.It displays in: the consciousness of decision-making consultation is still comparatively weak for the local leaders;The function of the advisory organization interlocks;Lack of relative independence and lack of proper working conditions;The work of decision-making consultation lacks overall design and coordination;The external advisory organization of the local Committee of CPC remains to strengthen.In addition the reason which restricts the work of decision-making consultation of the local Committee of CPC shows specifically: The level of understanding is not high;the system is restrained uncompletely;the intellectual support system is insufficient;decision-making research boundaries are not clear;decision-making technical support is insufficient.These restrain the work of decision-making consultation of the local Committee of CPC towards a more scientific direction.The fourth chapter focuses on the routes and methods of strengthening the work of decision-making consultation of the local Committee of CPC on the basis of analysis the reasons of restricting the work of decision-making consultation of the local Committee of CPC, which is the core of this thesis.First,to strengthen the democratic decision-making awareness and social responsibility,which is mainly put forward to the group of the local Committee of CPC;Second,to establish and perfect a sound system of the local Committee of CPC,which is the fundamental construction work decision-making consultation of the local Committee of CPC ; Third,to strengthen the construction of decision-making consultation institutions of the local Committee of CPC,that is to set up corresponding system for making expert consultation standardized;Fourth, give full play to the role of modern information technology,the rapid development of modern information technology provides technical support for decision-making consulting research:Fifth,to actively support and develop the modern consultation actively.The fifth chapter mainly discusses discusses the basic situation of foreign decision-making consultation and the reference for strengthening decision-making consultation of our country.The foreign consultation industry is very developed since modern times,the decision advisory organization serving government is playing an important role in the political life abroad.The major foreign countries decision-making consultation has the istinct characteristics with the following ; The work of decision-making consultation research keep independent ; Decision-making consultation not for profit purpose;The researchers of decision-making consultation adopt the part-time system;Decision-making consultation organizations attach great importance to personnel training ; the personnel structure of decision-making consultation organizations is reasonable;Decision-making consultation with the Constitution and legal protection etc.All these have offered beneficial reference for strengthening t the work of decision-making consultation of the local Committee of CPC of our country.
