Abstract


At present China is in the modernization and reform and opening up period of social transformation, political structure, economic structure and social structure has undergone significant adjustment, the original social structure between groups was broken, and between new and old systems the contradictions between the old and new ideas prominent conflict. As the pattern of adjustment, interest differentiation, reorganization, then polarization is very serious. Economic development to the neglect of the importance of social management, in the interests of all stakeholders during the game there is a conflict was inevitable. As the performance of social contradictions and conflicts of various groups of special events emerged, and the number rising, growing in scale, diversification of participation, the subject turned into a confrontation between the emotional confrontation with the government. In response to community events, governments at all levels have to pay a high economic costs, political costs and social costs, group events have an impact on social stability and social development bottleneck. How to Understand group events, how the scientific analysis of the causes of group events, how to prevent and reduce the responsibility of group events, is the current party and government departments at all levels attach great importance to the issue, but also highly concerned about the people.I will study the issue more than rational thinking, combined with a large number of vivid case, in theory, an analysis and discussion. In my thesis, from the theoretical concept of group incidents, the nature and character studies, and then on the basis of this theory on the causes of mass incidents were analyzed from a practical point of view, but also Actuality and development trend Prevention of group incidents and disposal of government responsibility in the research to the prevention and disposal of mass incidents in China play a guiding role of theory and practice.
