Abstract

Western countries, the rise of new public management movement in business administration theory and methods for government reform of public services market has become the Governments important reform orientation. The results of theoretical studies about the marketization of public service and public service outsourcing and related fields is very rich, domestic and foreign scholars from a macro and micro perspective, the use of normative and empirical research methods of influencing factors on the motivation of the government's public service outsourcing, outsourcing decisions, conducted a study of the behavior of the parties involved in the outsourcing process, get a variety of results.
