Abstract


Background information developed in the new century, the era of any news related to food safety, can in the shortest possible time widespread, consumers catering food safety issues have been as if frightened, but do nothing to this fear. Government introduced a another laws and measures, however, waste oil, clenbuterol and other restaurant food safety problem still continuing emergence of simple introduction of a \confidence. Therefore, we need to build an effective food regulatory capacity evaluation index system to evaluate the food regulatory agencies regulatory capacity, while catering food safety regulatory process to identify problems, propose solutions for the problem. Otherwise, further deterioration of restaurant food safety issues, the credibility of the regulatory authorities will cease to exist, the problem will be more difficult to solve. Objective (1) Dining regulatory capacity building evaluation system; (2) the establishment of food supervisory capability comprehensive evaluation model; (3) the evaluation index system for building applications, test evaluation component regulatory agencies catering catering regulatory capacity. Methodology This study literature, expert interviews, the Delphi method, AHP method are combined dining regulatory capacity building evaluation system; build a restaurant in the regulatory capacity evaluation index system based on the design capacity of food regulatory status evaluation questionnaire , combined with the pre-site survey results to establish a comprehensive evaluation model; towns in Dongguan City as a research site, extract 20 township food regulatory agencies investigate the present position to evaluate this study build regulatory capacity evaluation index system catering Letter reliability and validity; combined with interviews with experts on the towns of Dongguan City level dining regulatory capacity evaluation. Results (1) Dining regulatory capacity evaluation index system, including government emphasis, government involvement, administrative enforcement, supervision and team building, events, health surveillance information management, field sampling results and other seven dimensions, 30 secondary indicators, 60 three indicators, the evaluation index system has good reliability and validity. (2) Dining regulatory capacity evaluation weighted linear evaluation model: Z = 1000 * 0.09 [0.18 * (0.34 * A 1.1 0.33 * A 1.2 0.33 * A 1.3 ) 0.13 * A 2 0.15 * (0.48 * 3.1 0.52 * A 3.2 ) ...] ... 1000 * 0.12 * (0.35 * G 1 0.40 * G 2 0.25 * G 3 ) (3) class dining Dongguan towns regulatory bodies Overall food regulatory capacity is weak and the government involvement, team building supervision, health monitoring information management and other aspects of the work has been lacking, it should increase the focus on these aspects of construction. Conclusions (1) In this study, dining regulatory capacity to establish evaluation index system with feasibility. (2) regulatory agencies, Dongguan City, the overall food and beverage catering township regulatory capacity is weak.
