Along with the progressing of rural land use system reform, valuation on agricultural land playing a more and more important role in compensation and the circulation of contractual right. With the development of agricultural land market economy, more and more agricultural land are entering the land market. There are problems such as low accuracy, weak timeliness in course of evaluating land on large scale by traditional artificial pattern. Meanwhile, because of China’s land market start later, it is backward in Legal Guarantee, regulation restrainte,specially in transference price evaluation, To cause the ruckus over the land transference, and also restrict the development of agricultural land market. So,to establish the agricultural land price system,and make the Evaluation model informatization, automation, has important theoretical value and current significance for improving the technology and method system of agricultural land evaluation in China’s, accelerateing the effective allocation of land resources in rural areas and promoting the perfection of rural land management system. This paper based on the pertinent literature, build the Evaluation system for the transfer of agricultural land by comprehensive use of land resource science, computer science, Delphi data base technique. An empirical study has been done with Longquanyi based on the collection of nature, economy, land status data and the agricultural land homogeneous region partition.The main contents and results are as follows:(1) Based on the collection of nature, economy, land status data and the agricultural land homogeneous region partition, estimate the value of the agricultural land contract transference, determine the computational method of agricultural land contract transference price, and finally get the results such as land reduction rate、annual net profit and increase of agricultural land、correction coefficient of agricultural land.(2) According of the system function equirement analyses, The evaluation system for agricultural land transference is built on the foundation of the requirement analysis of the system function.The system includes3modules:basic data input and maintaining、 agricultural land evaluation、agricultural land evaluation project inquiry. The basic data input and maintaining module includes4subsystems:subregion of agricultural land, means of circulation and reductions, agricultural land use type, annual net profit and increase of agricultural land. Agricultural land evaluation module includes two functions:add new project, modify project. (3) The development platform is Microsoft windows system, using Delphi database to developing and Access database software to construct corresponding relation between visual interface and database character field, or using Data Grid control to construct corresponding relation between system internal table and Data Grid, in order to fulfill the management of estimating-object’s based data. By setting up data and many other kinds of inquires to achieve query store information of system. At the same time, set ADO controls to make sure that the system can recognize multiple data formats, and then dispose the estimating-object’s based data more effective, and achieving accurate output the appraisal result.(4) Delphi’s evaluation system for the transfer of agricultural land contract, achieving automatic measurement of income reduction method. According to valuation methods and the corresponding relation of these methods required information in the land price estimates, with due consideration given to the relational database design standardization principle, designing this attribute database, which consists8tables:annual net profit and increase of agricultural land、subregion of agricultural land、means of circulation and reductions、agricultural land use type、the classification of evaluation impact factors、information form of impact factors、Information form of evaluation.(5) With the sample of Longquanyi district, according to Longquanyi’s standard price of agricultural land distribution characteristics and its influencing factors. Analysis the relationship beteen land quality and land price in each subregion. Using Delphi’s Evaluation System for the transfer of agricultural land contract, according to determined each subarea and annual net profit of agricultural land, combine agricultural land reducing rate in different circulate form, substituted in agricultural land standard price estimating formula. Calculate the conversion price of different period of agricultural land use in the coming18years in different using ways.
