Since the 20th century, 80 years, deregulation, restructuring of the power industry, the implementation of market-oriented reforms in many countries became the world's electric power industry to improve efficiency and enhance the competitiveness of the overall economy of the road together. In the electricity market reform, while also rebuilding national electricity regulation in order to ensure fair competition in the electricity market, and regulatory measures also draw more markets and competition ideas. With the gradual increase awareness of environmental protection and global climate change issues have become increasingly prominent, electricity regulation gradually enriched the connotation, environmental protection has become an important concern electricity regulation. So far, China's power industry regulation remains fragmented followed the traditional style of program management model, the NDRC, SERC, local through (trade) Commission, the Environmental Protection Department and other agencies have had to bear part of the regulatory function. This decentralized electricity regulatory framework is not for the purpose of checks and balances within the government, and more are planned economy, to take regulatory measures is mainly based on administrative - command ideas. Currently, decentralized electricity regulatory framework and the traditional organization, lack of coordination of electricity regulatory measures, is not conducive to fair competition in the power industry, but also a serious impact on China's power industry and environmental development. In recent years, with the emergence of power shortage, Chinese power structure is irrational situation is more prominent, the power industry is becoming increasingly serious environmental pollution, to the government's electricity regulation is a big challenge. So how environmental integration into a unified electricity regulatory framework to achieve power industry and environmental development, as currently many of the world including China State Electricity Regulatory process is a major issue of concern. To solve this problem, the domestic to the research team led by Professor Ren Yulong put forward the concept of harmonization of regulatory power. Electricity Regulatory Coordination includes not only the regulation of the electricity market, including the power industry, environmental regulation, more importantly, through its emphasis on coordination between the various regulatory bodies to achieve the power industry and environmental development. Relative to the narrow Electricity Regulatory (the electricity market regulation), the electricity regulatory harmonization richer meaning, involving research content is broader. Given space limitations, this article in addition to the coordination of regulatory power to analyze and define the concepts, the main regulatory measures and regulatory organizations from two aspects related to the environment in China Power harmonization of regulatory issues related to research. Specifically, this work includes the following aspects: The first chapter introduces the research background and significance of key concepts are defined and presented thesis technical route.
