Abstract


Administrative enforcement operations with the environmental protection system for the continuous advancement of the existing management methods can not adapt to environmental protection have been the work of administrative law enforcement needs. At present, the Environmental Protection Agency administrative law enforcement work of day-to-day mainly in the form of manual processes on the basis of the simple document management. Although the form of this kind of work can be carried out, but there is a clear problem of backward management tools, can not adapt to the current economic situation on the requirements of administrative law enforcement. How to improve the efficiency of the administrative law enforcement and law enforcement level has become a most pressing problem of environmental protection work.Environmental monitoring system of administrative law enforcement take full advantage of the existing network resources and the environment of Shenyang Environmental Protection Bureau, use the WEB browser to conduct the operations and management activities of environmental administrative law enforcement. Through carding Environmental Protection Bureau’s original manual process, establish an administrative law enforcement process management system. The system provides for the case transaction, the production of legal instruments, the case filing, the process monitoring functions. The establishment of the system reverses the backward situation of Shenyang Environmental Protection Bureau, improves the management level of law enforcement.The thesis introduces the system’s project background and realization significance firstly. Then, introduces the SOA, BPM and then related concepts as well as the Web Service technology. After then, illustrates the overall system’s design and implementation. Design section from the requirements analysis, system architecture to proceed, put forward system’s overall design program, and to the system’s function design and database design for a detailed description. Realization section describes the system’s several important modules’ implementation method. Finally, the paper describes the system’s test, sums up the experience of the project and points out the prospect of further work.
