Abstract


The essay studies a global topical (also trouble) issue—international political economic analysis of environment. On international environmental cooperation, we should understand its gaming from international political economic strategic structure. It is an important negotiation on international regulations that relates to rights, duties and long political economic pace of future global system including China.For unreasonable production, people have given rise to global and area environmental issues — climate change, ODS wastage, loss of biodiversity, etc., which harm to man’ s living and development. The issues origin from population, economy, technology, social system, complicated history and civilization, and influenced on national security, international economic trades and WTO’ s regulations. Thanks to global and connected nature of environment, we should extensively cooperate each other.But the international cooperation is difficult with great difference of every state’s political economic interests. To answer these questions not only can harness environment, but can understand changes of international relations. The issues include: (1) External issue. It leads to free—ride because one state does but the others benefit from. A state thinking highly of its interests is so selfish that he waits the others to do rather than do it by itself. (2) Differences between developed and developing states. They have argued about the problems of priority to development, difference between rights and obligations, expected that the opposite side do more on environmental protection. (3) Sovereign rights. To solve environmental issues would corrode it to some degrees, so that it must be proper regulated.In theory and practical, I think the answer to environmental issues is international environmental cooperation whose ideological base is sustainable development, which not only meets the needs of the present people, but also does not harm to ability of later generations. Building on philosophy, it holds a new pattern between man and nature, ecological value and internal structure. The view of sustainable development has deep and wide connotations.
