Abstract


In the context of today 's economic globalization , environmental protection, more and more people's attention. Low-carbon economy is an accepted concept the world . Its low energy consumption , low pollution , low-emission -based , fully consider the reduction of greenhouse gas emissions in all aspects of economic activity , thereby minimizing the high-carbon energy consumed by a model of economic development . The environment and the economy has a relationship of dialectical unity , finance as the core of the economy , and the environment are closely linked , and therefore born in the low-carbon economy , green finance . Development of green financial health must have a sound legal system can be protected , green financial legislation came into being . Has made great achievements and accumulated a lot of excellent experience in foreign countries , international organizations and some developed countries , both in the green finance theory , practice , or in the green on the financial legislation . China's domestic green finance late start on green finance system theory research has not yet started , but the practice green finance activities have been started , mainly green credit . Green financial legislation , China has also introduced a series of rules and regulations , but there still exist a lot of deficiencies . In view of this, we first explain the low-carbon economy , green theoretical knowledge of the financial , economic logic reveals a low-carbon economy and green finance ; then fully analyze the development status of international organizations and developed green finance practice and legislation , and contrast our green status quo of the financial legislation ; Finally , combined with the status quo of China 's green finance legislation , referring to foreign outstanding experience to build with our special green financial legislative system .
