Abstract


Currently much of the focus of political and academic problems, it should be our country's rural issues. Agriculture, farmers and rural issues are not only related to China's economic development and the construction of new socialist countryside, but also related to the long term development of our society's long-term stability. Land is the development of human society is an important material production, rural areas, agriculture and farmers development issues and is closely related to the rational use of land resources. Therefore, the sustainable use of land resources into a hot spot on the key issues, therefore, to strengthen land management, revitalize urban and rural land assets, rational and efficient use of land resources, strict protection of cultivated land in China to optimize the quality and quantity of its significance related to China Intensive development of agricultural modernization and urbanization level is achieved. How to minimize the cost to achieve this goal, the most direct way is through the transfer of land contract and management rights, so that the value of land resources flow together, so that every inch of land values ??are maximized. This paper consists of a total of five parts. The first part is an introduction to the article through research background, significance, presentation, as well as domestic and foreign research literature review combing research methods and content summary preliminary structural framework built this argument. The second part of rural land contract management rights transfer of the legal basis and the practical results analysis, the author first of all at different stages of the domestic rural land contract and management rights in our country change in the law to sort out; combining existing contracting right and the new features presented , pointed out that the promotion of my land contract management rights transfer practical significance. Thus highlighting the land management right of land resources to promote the flow of resources, and the importance of optimal allocation of land resources.
