Abstract


During the process of development in agricultural modernization, adequatefinancial support is indispensable for the ideal level which China, as a large agriculturalcountry, can achieve the modernization under the condition of thing ministry regiongrowing differently. The government can offer some financial funds in grant aid,however, limited and insufficient to support the development in agriculturalmodernization. In this case, financial institutions aim to provide such three financialoperations as Policy-based Finance, Commercial Finance and Cooperative Finance,playing different roles and together to promote agricultural modernization. Especiallythat Policy-based Finance is the main force of economic development and improvementof living standards in rural china. But it hasn’t fully put into effect in nationality regionsbecause of the complex geographic conditions and problems restraint left over fromhistory. The dissertation adopts the analysis of qualitative and quantitative combined,investigates the effects of Policy-based Finance on agricultural modernization innationality regions, and for which identifies abated reasons with its problems tomodernize agricultural development, perfect the policy-based financial institutions’functions and provide some references on continued Policy-based Financedevelopment.The main achievements on issues of Policy-based Finance and development inagricultural modernization obtained in the dissertation are described as following sixchapters. The first is to describe the objectives, significances of thesis,overviews to the related pertinent literature, innovations and research methods. Thesecond is to expound theories and relationship of agricultural modernization andPolicy-based Finance. The third is to mainly analyze the practical problems, referringto effects the financial instruments including lending, policy-based credit guarantee,policy-based insurance and so forth on various investors as farmers, enterprises,agricultural infrastructure construction etc. in the process of agricultural modernization.By taking Enshi tujia and miao autonomous prefecture as an example of study, thischapter explains the role of Policy-based Finance played for agriculture modernizationin Enshi. The forth is the analysis on practical problems, mainly studying the deficiencyand reasons caused by financial instruments insufficiently functioning in the process of agricultural modernization,especially for Policy-based Finance in minorityconcentrated regions. The fifth is to propose policy recommendations, on how to perfectpolicy-based financing structure for agricultural modernization Policy-based Financesupports minority nationality regions. The sixth is the conclusion based onfive preceding chapters, to carry on a summary of the Chapter four and Chapter Five.The ultimate goals of Policy-based Finance are to promote agriculturalmodernization development and increase peasant income. In accordance withimbalanced development condition of China, Policy-based Finance should be actaccording to circumstances for providing strategic measures reasonable and suitable forminority regions. For the purpose of improving the condition of agricultural productionand rural ecological environment, Policy-based Finance should be applied as aneffective approach to accelerate agricultural modernization and rural economydevelopment.
