Abstract


Ecological construction and social economic development are two heavy tasks of regional development in loess hilly region of northern Shaanxi province. In the face of the state of regional grim ecological environment and natural resources and on the basis of the investigation of regional environment and economic situation of the development, analyzed synthetically the regional ecological environment situation and current economic structure and it’s a pilot study the strategy of Grain for Grass in loess hilly region northern Shaanxi province.This is the first time to put forward the strategy of Grain for Grass in loess hilly region northern Shaanxi province and to bring forward the countermeasure of the establishment of the ecological grass and livestock industry. The strategy of Grain for Grass is considered as a basic strategy in loess hilly region northern Shaanxi province. Our aim of actualizing the strategy is to persist the science development view, to be rational utilization of retured farmland, to build grass-planting base, to be be satisfying the needs of the grass livestock products of the people, to realize the rural economy sustainable development for the guiding ideology. We should combine ecological benefit with the economic efficiency and the social efficiency.We should achieve the protection of ecological environment and the development of the region rural economy together in order to implement the strategy. Follows the principles of the sustainable development, the ecology economy, the region economy coordinated development standing out the application etc. To deal with the relations really between the increasing of the peasant incomes and the grain security with the strategy we should take the local populace incomes as the core, adopt the steps to strengthened grass industry base construction, to develop the ecological grass-animal industry, to perfect policy laws and regulations, to perfect safeguard system and so on, to realize the ecology, the economy and society development together. Followings are some conclrsions related to the probe.1.
