Abstract


Spirit of Public Service is based on awareness, attitudes and psychological form in the minds of the civil service, reflected in mutual recognition and all civil servants should follow the behavior and values, which can reflect the civil and political qualities of spirit and attitude, both on the civil service has long been an excellent character and noble spirit of the new summary, but also in the new era of civil servants under the new requirements. Faith as a value, the civil service has become a public spirit to guide and standardize the behavior of ethical guidelines governing the civil service, the maintenance of public affairs and safeguard the interests of nations and peoples, encouraged by the behavior of civil servants and political functions. Foster civil public spirit, to improve government services, strengthening the party's governing civil construction and solve real problems that exist have very far-reaching significance. With the construction of socialism with Chinese characteristics continue to promote political, justice concept increasingly strong, people-oriented thinking basically established, the gradual strengthening of public service responsibility, according to the concept of governance is also growing, the mainstream of contemporary civil service performance of public spirit is healthy. However, due to the role of civil conflict, the weakening of ideological and political education, the feudal bureaucracy cultural erosion, lack of effective monitoring mechanisms and other reasons, there is a common spiritual crisis of some civil servants of the phenomenon, in particular in: lack of self-awareness, resulting in abuse of power; lack of sense of responsibility, administrative omission; empty ideals and beliefs, values, confusion; service awareness weakening, seeking personal enjoyment and so on. In order to build a common spirit with good civil service shall be made in the public administration theory of ethics and public organizations under the guidance of the party and the government in implementing the guidelines and policies of the process, from concept to establish the value of administrative services, strengthen ideological and political education, play the role of education and training to provide an effective system of protection and establish a stable and continuous effective supervision and management mechanism, create a good social environment and other aspects, continue to strengthen the civil service in a fair, sense of responsibility, democracy, rule of law, service spirit and self-awareness as the main content of the cultivation of public spirit. This study focused on fully exploit the Spirit of Public Service in the contemporary role of government administration in the premise, to analyze the current performance of the civil service and the public spirit of the reasons for the crisis, and then explore the Civil Service Public Spirit Of specific path; innovation is based on the actual situation in the public sector, the public spirit of the political function is introduced into the civil service management decisions for research; deficiency lies in how to cultivate the spirit of the civil service and civil servants in public administration reform effectively combine the analysis of the problem is not comprehensive enough and depth, pending further study.
