Abstract


The study about the social security in the primary stage of socialism must be guided by the Marxist social security thought. Although the Marxist social security thought was born in the west world, it is an advanced theory distinguishing from the capitalist one, and it is the theoretical basis for our building and perfecting the theoretical system in the primary stage of socialism as well as constructing the harmonious society. However, this theory has been long ignored by the academic world who have been always centered on the western theory. Thus, systematically hackling the classic Marxist relevant thought as well as finding out the theoretical origin from them would be practically and theoretically significant. At the same time, we should pay attention to the theory in the west world whose theory and practice have been earlier and more extensive, utilizing the essential part as our work’s source and taking lessons from their failure. Meanwhile, our contemporary social security system is based on the china’s ancient relevant thought and the imperfect social security mechanism from the foundation of the New China, so tracking down its historical evolution would be helpful for our analyzing the present problems and grasping the basic logos as well as regular of current social security.The social security logos in the primary stage of socialism are a series of value, which is the basic standard of our practice and regulating activity. Fairness and justice is the basic principle of our constructing harmonious society, which are embodied as the socialist equality. However, to achieve equality is a process, under this given circumstance, differential equality would be a better choice, which could both make the starting point and the outcome equal.On the basis of analyzing our current social security problems, this article puts forward some feasible Countermeasures. Besides the principle discoursed above, a series of relevant things should be done, such as strengthening the legislation work, diversifying paths for making sure the fund to maintain and add, reforming the management system, constructing the mechanism to undertake the responsibility mutually, amplifying the coverage of social security, setting up the system to plan the urban and the rural entirely, tackling with the aging population.
