Abstract


Is to improve the quality of compulsory education , the implementation of science and education foundation engineering , building a harmonious society. Balanced development of compulsory education is a new concept , but also a new educational development. Promote the balanced development of compulsory education is an essential requirement of socialism , but also building a moderately prosperous society inevitable requirement. \Compulsory education as a public good , it is necessary to ensure the rational allocation of government resources in a balanced and socially equitable . This paper uses the public administration , education and sociology and other disciplines of knowledge on the development of compulsory education in the city of J an empirical analysis , in-depth exploration of the resulting J City Compulsory Education Status deep-seated reasons , and through domestic outside the balanced development of compulsory practical experience in advanced areas of reference and comparison , focused on local government in promoting balanced development of compulsory responsibilities and measures to strengthen government responsibility mainly around the awareness of educational public service capacity , strengthen compulsory equalization system construction, information technology and security of vulnerable groups, the rights of students receiving compulsory education , and several other aspects to elaborate.
