Abstract


Land plays an important role in the process of China’s urbanization. It supports the national economic growth and social development. The urban land reserve system in China is a system innovation in urban land management, which has helped improve the regulation of urban land market and avoid wasteful and improper uses of scarce land resources. However, establishing land reserve needs financing, and land circulation also means fund circulation. Thus capital is a key factor in the land reserve system. In China, the shortage in financing means for land reserve and the inappropriate financial structure are greatly impeding the development and perfection of the urban land reserve system. It is therefore imperative to select an appropriate securitization approach.The practice of land securitization is in grope stage at present in China, and its theory is just at the beginning, and the further research to the native and reason of land securitization is also lacking. The thesis, which bases on economics, management, finance etc., proposes the operational model and the risk controlment countermeasure of the urban land securitization from the angle of financing innovation by the means of combining the theoretical and practical research, the qualitative and quantitative study, the relative and countermeasure study, the microcosmic and macroscopical methods.Land securitization is a process of issuing securities, which is assured by land sales income or loans. This is an innovation in the financing mechanism, and the primary purpose is to obtain funding by creating securities of high credit, high fluidity and high attractiveness to all kinds of investors. Land securitization is the inevitable choice for widening financing channels, improving financial structure and maintaining the finance stability of land reserve system. Land securitization is a totally new area of exploration in financing and improvement in the legislation, the market environment and operational skills is needed. For the time being, land trust plan and LSAMP are worth more attention, and have the potential of widening financing channels for land reserve and improving the land reserve system.The main content of the thesis is as follow:1. Through summarizing results of researches on asset securitization at home and abroad and combining the latest operational practice of asset securitization of our country, the paper analyzes situation and risk of urban land reserve elaborate reality significance of asset securitization. System variance theory of system economics is used in innovation about financing production. Systematic and theoretical structure to the operation model of the urban land securitization is proposed by analyzing basic theory of asset securitization and core principle in the paper.2. Building a scientific and feasible financing model of Land Specific Asset Management Plan. On the basic analysis and evaluate to the different financing model of the lands securitization, we use asset securitization basic principle of asset securitization and outstanding advantage of financing structure and establishing model of land LSAMP financing, which is managed by government.3. The thesis studies and analyzes the risk types of the land securitization from the angle of the qualitative and quantitative, establishes multi-level evaluating index system. Risk evaluation model of land LSAMP is presented by using the method of fuzz evaluation and the countermeasure of risk control is forwarded.4. Though referencing land mortgage loan securitization and LSAMP, the thesis analyzes the finance efficiency of land securitization from the microcosmic and macroscopical angle. Evaluation principle of index design about financing efficiency is set up and evaluation index system of multi-angle and multi-level financing efficiency is built. We also establish evaluation model about financing efficiency of land reserve organ. Finally, Fuzzy comprehensive evaluation (FCE) is adopted to evaluate financing efficiency of reserve organization.5. Combining situation of new developed area in Wuhan, the thesis presents the securitization model of land storage and exploitation project financing based on the present system, namely the stock-right Land Trust Plan and the Specific Asset Management Plan. At last, two different trade structures and operation step is designed in the thesis.
