Abstract


The leading industrial choice theory was born in the1950’s，with thedevelopment of the world economy，research on leading industry is becomingincreasingly sophisticated，many scholars have put forward the leading industrialdefinition and selection criteria according to their own research. The leadingindustrial theory is used in the industrial field firstly, then it would be applied to themarine industries, hoping to select the proper marine leading industry, to promotethe restructuring and upgrading of Ningbo’s marine industry.This article is to confer the selection of Ningbo’s marine leading industry in thecontext of the open economy. At first, review the situation of domestic and abroadresearch about marine economy, marine industry and the leading industry, besides,the marine industry, leading industry and other related concepts have been defined,then analyze the open economy theory, the theory of marine industry, and the interaction mechanism between marine industry and open economy, also discuss theleading industry theory, in order to provide the theoretical support for the choiceof marine leading industry in the open economy at the following passage. Thenselect the three coastal cities of Dalian, Qingdao, Zhoushan in China and thethree foreign coastal state of Japan, the United Kingdom, Australia, then analysetheir successful experience in the development process of Ningbo’s marine industry.Then discuss the methodology and indicator of the selection to leadingmarine industry, when determining the marine leading industry of Ningbo, using thetwo method: factor analysis and the location entropy method combining.Through the entropy calculation which is in the national background, it showsthat in the offshore oil and gas exploration with processing industry, the marinepharmaceutical industry having a high level of specialization, butthe shipbuilding and marine tourism, which have a low level of specialization; thenby the factor analyse can clearly know the strong comprehensive strength levelof the marine industry is the offshore oil&gas exploration and processingindustry, the marine biomedcine industry, the marine shipbuilding industry and themarine finance and insurance. Cmbining the entropy with the factor method’s result, and analyse in a comprehensive aspect, then learn from the current situation of theforeignal marine industrial development, also the experience of the leadingindustrial choice, then based the above analyse to determine the Ningbo’s marineleading industry. Finally, according to the status of the marine industry and thecurrent problem, to make a number of recommendations in the process of Ningbomarine leading industrial development.The main conclusion of this paper is thar Ningbo should choose the sea oil&gasexploration and processing industry, the marine biemedicine industry and the marinefinance&insurance industry as its leading marine industry. The leading industrialchoice is necessary, nowadays, Ningbo City have a number of marine industrialcategories, so in order to make clear Ningbo’s leading marine industry andpromote the marine economical development rapidly, which is theimportant measure to actively integrate into the construction of "demonstrationarea of Zhejiang marine economic development", also it is the central task formarine economy sustainable, stable and healthy development.
