Abstract


Market-oriented reforms of public services as a practical mode,is the core theme of administrative reform in the Western countries since the 70 years of the 20th century. The basic idea is to introduce market mechanisms and competition into the field of public service delivery, in order to implement the market-oriented operation of public services. The corresponding terms of the housing market, low-rent housing has the protection of the natural advantage of low-income families, and promoting social stability and justice, but its role and function is not fully apparent. Therefore, our local government’s role, functions and responsibilities, require further specification, remodeling and changes.In this paper, starting from the content, nature of the market-oriented reforms of public services,the local governments to help build low-rent housing in China as an example,through the comprehensive Carding and review of a comprehensive picture of Market-oriented reforms of public services and the Reform of low-cost housing market,Pointed out that in the process of the market of public services and government to help build low-rent housing that exist the problem and reason in the role of government,And provide some useful strategies and inspiration for the Role of Public Service of Local Government and the Improvement of low-rent housing system。For the conditions of China,it is important for China to explore market-oriented reform of public services.As a institutional arrangements of public service reform and improve government functions ,while Market-oriented of public services improve the public services efficiently of Western countries, provides a new perspective for the reform of our government。Local Government in the public services market and housing market reform of the process, we must continue to examine and regulate their own role, further transforming government functions, to fulfill its public service responsibility to provide the people with a high level, high efficiency and high quality Public services to meet people’s growing material and cultural needs.
