Abstract


China is experiencing the key period of "economic transition and social transformation", the course of urbanization is constantly in process. According to the rule of sequence spectrum about the world development, our country at present exactly corresponds to the frequent period of instability. It means that contradictions and conflicts between national regions due to the economic interests, traditional cultures and customs trend to increase; natural disasters, accidents, public health events and so on have higher occurrence frequency; all kinds of emergencies and its wide range of spreading and further influence make governments at all levels have to be vigilant and pay attention. It is enough to explain the human society has entered a stage of "risk society". The emergency management concept of national regional governments still stays in the phase of unusual management, even though the framework of emergency management mechanism has been already under way, there are still many omissions on configuration details. The public crisis consciousness and the ability to resist the risk are weak. The author systematically analyzes the public emergency management mechanism of national regions based on the particularity of public emergencies in national regions, and focuses on the plan system, warning mechanism, legal mechanism, material safeguard mechanism, performance evaluation mechanism, etc. To constantly improve and perfect national regions public emergency management mechanism on the existing basis, and build an emergency management mechanism that fits the reality of national regions.This paper is mainly divided into three parts. First, it defines the basic concept of the public emergency management mechanism, and briefly analyzes the implication, features and classification of the public emergencies and the public emergencies in national regions, laying the foundation of the problem and reason analysis of the public emergency management mechanism in national regions in below. The second part is about achievement of the public emergency management mechanism in national regions in the primary exploration stage, emphatically expounds the main problems at present, and further analyzes the formation reasons of these problems. The third part is mainly about the measures to perfect the emergency management mechanism in national area, hoping to guide optimization of the emergency management, and the formation of the harmonious, stable and good situation in national regions.
