Abstract


Mass incidents featured by suddenness, wide range, fierce and serious harm are the form of expression of social contradictions in the specific social stage and the inevitable product of social conflicts and contradictions in the process of historical development and social transformation, some even endanger the country’s political stability. How to correctly understand and deal with mass incidents has become a major issue that the public security organs must face in the era. In the research on public security organs dealing with mass incidents, the thesis includes the following contents: In the introduction, the author mainly introduces the current situation and meaning of the research, the current situation and comment on this issue from home and abroad and the research ideas and methods in the thesis; The chapter one is an overview of public security organs dealing with mass incidents from the aspects of current situation, legal basis, methods and reference abroad, and so on; In the second chapter, the author analyses various issues in aspects of early-warning information, conflicts resolution, on-site disposal, public opinion guidance, and so on; In the third chapter, the author analyses the external factors including imperfect of legal system, uncertainty of“three cautious use”, hypothetical community comprehensive management and difficulty of handling emergencies and internal factors including uncertainty of intelligence work, discontentment of contradictions resolving, imperfect of control capacity and public relations to be improved. In the fourth chapter, the author makes perfect the handling countermeasures of mass incidents from the aspects of previous preparation, improvement of control capacity, reasonable disposition, following-up afterwards, whole-course public opinion guidance, and so on; The final part of thesis concludes the research.
