Abstract


Educational resource allocation is the basic problem of the educational management. It reflects the effectiveness and theory trend of education directly. The maladjustment between educational resource and need has become an important impacting factor of educational quality in China. An advice from others may help one’s defects. America, as an economy rich and education advanced country whose reform of allocation mechanism for educational resource is influenced by 1970s’or 1980s’neo-liberalism will inspire us.In recent years, the study of neo-liberalism has become a hot issue. On the basis of liberalization and privatization,neo-liberalism is such a kind of theoretical and ideological system,which stands up for globalization, emphasizing the market’s effect,hoping to get rid of the problem of economy stagflation by the policy of“great economy and small market”,thereby accomplishing the economy’s rapid growth. Neo-liberalism is very profound and multifarious. Its influence is full-range and deep which refers to every aspect and every field of the society. As a commonweal undertaking of the public social service,education has been involved firstly.The neo-liberalism’s effects on education involve all sides,whose features are standard, liberty and selection. All these features show up the relationship of nation, society,education and people,which make education more marketized,people more personalized, society more liberalized. Liberty and selection have become the themes of education. Thus, allocation of public educational resource has become the core issue naturally.On the basis of studying the reform of allocation mechanism for American public resource, this thesis tries to probe into its orderliness which can guide and affect education. The thesis contains four chapters.The first chapter: Neo-liberalism’s evolution and western countries’educational reforms influenced by it.This chapter mainly introduces neo-liberalism’s historical evolution,clearing its related conceptions, then finding the ideological and theoretical thread of its educational policies,analyzing the western developed countries’educational reforms influenced by it in a macro-view,especially America.The second chapter: Reform of human resource allocation in public educational resource influenced by neo-liberalism.This chapter elaborates the trend in the reform of allocation mechanism for public educational resource influenced by neo-liberalism from the dimension of human resource,clarifying the relationship of each other.The third chapter: Reform of financial resource allocation in public educational resource influenced by neo-liberalism.This chapter analyzes the allocation mechanism of American public educational resource influenced by neo-liberalism from the dimension of financial resource, studying higher education and compulsory education,revealing the effects of neo-liberalism.The fourth chapter: Features of allocation mechanism for American educational resource and its inspirations to China.This chapter thinks rationally the features of reform of allocation mechanism for America public educational resource influenced by neo-liberalism,putting forward some inspirations to the existing problems of current education in China.
