Mineral resources are abundant in China. The exploitation of mineral resources,such ascoal,tungsten,rare earth, barite,fluorite which are superior in reserves,prodction and export,havemade a great contribution to China’s infrastructure construction, industry system establishmentand improvement,national defense construction,urbanization,employment and export. For along time, some superior mineral resources have been facing with mined disorder, lowutilization of resources, ecological damage. These seirous problems have to be solved as soonas possible. Therefore, the building and improvement of the theory of rational exploitation ofsuperior mineral resources and evaluation methodology is of great practical significance.This study took the Scientific Concept of Development as the the guiding ideology andtook Systems theory, Sustainable Development Theory, the Theory of New Industrialization,Resource Economics Theory and Industrial Economics Theory as the theoretical basis. Thescope of this study was:①to analyse the meaning of“Superior Mineral Resources”;②to defineand classify the superior mineral resources of China;③to build a system model concerning arational exploitation of superior mineral resources;④to create an index system and evaluationmethod about rational exploitation of superior mineral resources;⑤to take rare earth as anexample of empirical research, and to give management advice on the rational exploitation ofrare earth in China .To achieve the desired research results, the following methods and techniques were used inthe study of specific issues:①the use of SMART-ROC simple multi-attribute rating techniquein the definition and classification of Chinese superior mineral resources;②the use of systemsanalysis methods in building the system model of the rational exploitation of superior mineralresources;③the use of fuzzy mathematics in constructing a fuzzy comprehensive evaluationmodel of the rational exploitation of superior mineral resources.To sum up, this study revealed that:①a superior mineral resource is the one which has acomparative advantage in resource endowments, market supply & demand, and miningconditions ,and in addition is hardly replaced by other materials;②There are 14 kinds ofsuperior mineral resources in China at this stage,of which rare earths,Graphite,antimony,strontium , bismuth, molybdenum , tungsten have significant advantages and barite,magnesite, tin, vanadium, lithium ,coal, fluorite have general advantages;③The rationalexploitation of superior mineral resources system is a complex giant system consists ofobjective elements, subject elements, characteristic elements, control elements andenvironmental elements;④The result of the comprehensive evaluation of the rationalexploitation of rare earths of China was less of reasonableness. To enhance the reasonable levelof the exploitation of rare earths, it was recommended to start from the idea of scientificmanagement, and to establish a scientific management strategy, and then to implement thescientific management methods.
