Abstract


Associated with the process of urbanization in China , around have accelerated the pace of urban construction , huge funding gap is a common problem faced by each local government . In early 2010 , many local government by storms financing chain breakage debt crisis , the banking system suffered a huge risk . In this context , the discussion of the local bond issue to rebuild the local government finance system has important significance . The papers by the practice of issuing local government bonds with the United States , Japan, compared to the analysis and discussion of the feasibility of local government bonds issued in the country and its rational distribution system design . This paper introduces the background of the development of the local government bond market , the significance and the basic theory of the local government bond market , summed up the experience accumulated by the United States, China and Japan in the practice of local government bonds issued for reference by China , the paper the final discussion of the development of the local government bond market in China . By revealing the existence of the problem in terms of issuers , investors and intermediaries in the current local government bond market and put forward countermeasures , and eventually come through the improvement of the local government bond market to meet the needs of China 's urban construction funds conclusion .
