Abstract


Affordable housing is used to solve housing problems. It also plays an important role in housing supplying and housing policy. As the development of affordable housing is started lately and the coverage of the security is insufficient, plenty of affordable housing should be developed in the future. Low-rent housing is one important kind of affordable housing. To implement the policies of affordable housing, local governments make great efforts to build low-rent housing. But how much low-rent housing should be constructed? With the shortage of financial capital investment, how can local governments impose the rent to ensure the funds which are invested to construct housing and to realize the long-time growth of the system? All the topics should be discussed. In this paper, I choose Sanmenxia city as the survey region, and conduct a study on the development scale and rent control on the low-rent housing.Based on the literature, the housing filtering model and differential land rent theory, I make an analysis on the public housing in terms of the scale, development, funding and sent regulation of some representative countries and regions. In the empirical part, based on the international experience, I make the research on low-rent housing in Sanmenxia city as follows:(1) Forecast the development scale of low-rent housing in Sanmenxia city from 2011 to 2015. At first, on the basis of the housing security proportion being 1.24% of Sanmenxia city in 2010, I assume the proportion increase equally. As a result, we can confirm the housing security proportion in the next five years. Secondly, based on the historical data of urban family population in Sanmenxia, we forecast the urban family population in the next five years by trend extrapolation model. At last, this paper uses the related data to forecast the quantity demand of low-rent housing exploitation in Sanmenxia city from 2011 to 2015.(2) Forecast the quantity funds which should be invested to construct low-rent housing in the next five years. Firstly, according to the historical construct cost of low-rent housing and its changes, I estimate the cost per square meter in the future. Further more, combining with the demand of low-rent housing, I calculated the total scale of investment in this thesis. At last, the ratio of the investment from the central government and local government could be estimated referring to the international experience.(3) Analyze the rent control of low-rent housing in Sanmenxia city in detail. It contains three aspects: the benchmark of rent, regional rent regulation and family rent control. First of all, I calculate the cost rent of low-rent housing, which is 6.57 yuan per month per square meter, including management fees, maintenance cost and depreciation. Then, referring to the international standard which point out that the rent of public housing should be one half of the cost rent, I get the benchmark rent of low-rent housing being 3.258 yuan per month per square meter. Secondly, considering the influence of location factor and according to the differential rent theory, I establishe the rent control model of Sanmenxia city. At last, based on the family income and the average market rent, the paper put forward two conclusions: when the family rent-to-income is higher than 25%, low-income households should be subsidized; when the rent-to-income is lower than 25%, the rent of low-rent housing should be increased properly.
