Abstract


Safety management of Level3hazardous chemicals units is one of the most importantand difficult work in safety production. Because of their backward manufacturing technique,poor personal quality and the ability of safety management, the accidents occur frequently inthese units. At present, Level3hazardous chemicals units improve their safety managementability through the way of undertaking the safety evaluation and establishing the safetystandardization, which ensure the safe condition of production. In the process ofimplementation, the enterprises, the supervision department and safety consulting agent allplay an essential role to affect the safety management work of the enterprises.The paper is based on the systemic idea to carry out the integrate analysis on the effectsof the enterprises, the supervision department and safety consulting agent. Meanwhile,through the investigation and study of the actual situation of Level3hazardous chemicalsunits, we can find the key factors promoting the implementation of safety management work,then we can propose the advices to further play its role of scientific guidance for theenterprises which depend on the safety evaluation and safety standardization to ensure theirsafety production status.According to the survey and the results of statistical analysis, we find the problems insafety management and the influence factors in improving the ability of safety management.Adopt the Interpretative Structural Modeling to analyze the importance and their relationshipof these factors. Though the analysis of interpretative structural modeling, we find five factorspathway to obtain the countermeasures to improve the safety management ability of Level3hazardous chemicals units.
