Abstract


This article is highly concerned about the livelihood of the people of the era background , select a unique perspective of the local government to discuss the issues related to building a livelihood finance , empirical specification combining history and reality combine , combination and system analysis and synthesis and compare the combination of research methods in-depth analysis of the specific implementation process of China 's people's livelihood and financial problems , causes and countermeasures . Pointed out that in recent years the Chinese government is highly concerned about the livelihood of the people , the introduction of a series of policies dedicated to improving people's livelihood , but the effect is not obvious , the main reason is that the local government as the implementation of the policy initiative was presented as a process of build the people's livelihood and financial the lack of local fiscal competition is fierce , making policies to improve people's livelihood difficult to implement increasingly serious problem of people's livelihood , the voice of the people's needs become more intense . The Minsheng Financial concept was first proposed by the country in the world, has not yet formed a unified formulation , study abroad mainly for the public finances , and from the point of view of the local government to explore people's livelihood finance literature less and less. Therefore , the paper first comparative analysis of the structure of fiscal expenditure in the United States , Japan , India , in order to build people's livelihood in China finances , optimize the structure of fiscal expenditure has been inspired . Secondly made ??a more detailed analysis of the current situation and problems of our people's livelihood and financial and discusses local fiscal relationship with the people's livelihood , respectively, from the two aspects of the local fiscal revenue and expenditure . And the phenomenon of China 's local governments to build the people's livelihood and financial process manifested a lack of initiative from the institutional reasons ( the unofficial imperfect ) , regional differences ( regional differences and the difference between urban and rural areas ) , government incentives ( excitation pressure and government officials promoted performance appraisal system ) , for historical reasons ( has always been the Government 's policy tradition ) all angles comprehensive analysis . Finally, it puts forward some measures , such as improving the system of fiscal decentralization and related systems , to ensure that the financial authority and powers of government at all levels to match ; build people's livelihood - oriented performance evaluation system , improve the supporting mechanism ; promote integrated urban and rural and regional economic integration ; streamline government level , and reduce administrative costs .
